since when does florida consider ferrets exotics ?

I want to know as to why Florida as many other states consider ferrets exotic pets, growing up in my life time i have met ferret owners and i have never once considered ferrets an exotic animal...Are ferrets not as common in the state of florida as pets ?

    The term "Exotic" is just a Veterinary term.

    Vets determine what is considered "Exotic" by the amount of coursework they must have to treat that animal. And when they determine what is "exotic" it also determines how much that vet visit costs. "Exotic" pets are charged more per vet visit than a non-exotic
