Compressor issues. Please help ASAP?

I have a 97 Honda civic, put a new a/c compressor on, clutches will not engage. Checked the fuses under the dash, fuses are good. The compressor fan runs but compressor will not kick in. Can you charge the system without the compressor not engaging? Why would the compressor not work ?

    If you let the gas out, the compressor CANNOT run. There is a pressure switch in the system.

    Lets see, the car is 17 years old. You need either a new or remanufactured air conditioner compressor.
