He was a wealthy higher commander (im guessing becuase Shirley was able to go to a wealthy school and received pricey presents from him) that got caught in the landside created by zero in one of his first big encounters with cornelia
i think he was in a nightmare when princess cornelia tryed to take over the moutain and zero made that land slide a wiped most of her forces out. like in ep 12 zero help the jp and made that land slide and in ep 13 you see all of those dead bodys.
if my memory is correct shirley's dad was just a passerby or person who worked in the building that L=zero bombed and he was caught in the ruble and died.......

We was the commander that got killed in the rock slide. His name was Joseph Fennette

He was a Britanian knightmare pilot that got killed when Zero triggered a landslide.
