The first record of a veil for women is found in an Assyrian legal text from the 13th century BC. It restricted it's use to noble women. Greek texts mention the veiling and seclusion of women among Persians. Back then it was more a status symbol (symbolizing high status). It was also common among Anglo women.
Veils are also found in Judaism, Christianity, and Islam. It's just that most Jews and Christians ignore it (and yes, it does say in the Bible that women are to cover their hair).
