like do you use toung? do you go into the neck with your mouth slightly open then close it as you touch it, as you were kissing lips. or do you have your mouth closed when going in to kiss it?

You can kiss it in which ever way you like. There are many different ways to kiss anywhere on the body.
I do think the best approach is to have your mouth slightly open then close it when you reach the neck. Then you have do that all over, just little small pecky kisses. If you'd like you can gently suck as well.
Guys really don't care where there kissed as long as they kiss u it don't matter
