really have a quota? beacause sometimes they pull you over for the dumbest stuff. today me and my buddy were going to the store and he has crutches. i pulled into a handicapped spot, let him out and then left to find a regular spot because i dont have a handicapped parking permit (obviously.) as i was backing out, some cop pulled me over and gave me a ticket for occupying a spot illegaly or spome crap. then he gave me another one for not having a front license plate frame and another one for having a necklace that my gf gave me hanging from my rearview. wtf?!? its like he was looking for stuff to ticket me on.

Not legally in Ohio anyway. Sometimes cops use what some people consider dumb stuff as a reason to pull you over to look for other violations, drinking and driving, drugs, no seat belt etc. Sounds like the cop that stopped you was just a prick, having a bad day and you did something to piss him off.
There is no quota for the dept I work with, I have yet ever heard of one that does require their officers to get X amount of tickets a month. However, if an officer never writes any tickets, it does come off as failure to preform his duties.
The handicap spot may have been a little over the top, if you did actually have a friend with you who had crutches.
The no front license plate was a valid ticket, if it is required in your state.
Whenever an officer or deouty issue you a ticket, he makes sure its valid b/c they dont like long talk with their boss, and specially standing tall to take oath in court
If the POlice detect a bad attitude,they will ticket you for everything they can.I learned this the hard way.
