Brady is still going to pass the ball, and corners/safeties are still going to have trouble covering the quick Welker. I can see both sides of the argument but Welker is good enough to either maintain or improve his stats with his new status.
Yes it makes hi alien much high. He now will be the patriots number 1 Wide Reciver. His yards will go up and Tom Brady will throw it to him much more. He is now a very very valuable player for New England.

Welker stays the same. No one can really cover his routes anyways. He is a posession receiver. Tates value goes up
