why does concrete sealer bubble up?

did you CLEAN the concrete with CONCRETE cleaner ??? (it's an etching cleaner to keep that from happening..)
Where is the concrete you are trying to seal? I'd heard - but don't quote me! - that concrete would draw up moisture so this could be a problem if, say, the concrete is in a damp basement maybe?
becos its forcing the trapped ari up through the surface so that your not left with trapped air bubbles as this will leave the concrete "unfilled" which defeats the purpose of filling it. = P
