Our nineteen year old she-cat died two weeks ago. We have a thirteen year old partial he-cat who is looks extremely sad now, and I am very worried about him now. His character seems to have changed completely.
Absolutely. Cats will grieve when their friend just disappears, just as a human would. Imagine, from a cat's point of view, living with someone, whom you love, for years, and having them just disappear. Spend as much time with him as you can, and give him lots of attention and comfort. Play with him (if he feels up to it) whenever you have some free time.

Yes, they do. They have minds and they can think. Their buddy is gone.
Give your cat a lot more physical contact and comfort. It'll help.
Animals certainly do mourn. As long as you don't make them feel anxious about it they will get over it.
