Can Elemental Hero Prisma's effect turn it into a fusion monster to summon another fusion monster. For example, can I turn it into Elemental Hero Flame Wingman so I can summon Elemental Hero Shining Flare Wingman?

It doesn't "turn into another monster". It's merely a substitute. It also would not work at all like that because you can't take "Elemental Hero Flame Wingman" out of your extra deck. It has to be in your main deck as stated on the card plain as day.
"Once per turn, you can activate this card's effect by revealing 1 Fusion Monster from your Extra Deck and sending 1 of the Fusion Material Monsters listed on that card from your Main Deck to the Graveyard. Until the End Phase, this card's name becomes the name of the monster you sent to the Graveyard."

no because it has to be from the deck. you can do sparkman tho..an easier way of getting shining flare is king of the swamp and sparkman
