If you suspect the person is a convicted sex offender I'd check with your local police department or courthouse, at the very least they'll be an investigation. Also keep in mind many jurisdictions have sex offender data bases you can personally check out, its one of the many public services they have.
If indeed your suspicions are correct and the person is a CONVICTED sex offender but hasn't registered then the cops will arrest him and haul his sorry butt off to jail. Failing to register is a serious offense and he'll be put away for a long time.
Above all until you find out for sure resist the temptation to go spreading what could be false information around the neighborhood. If you're wrong or your allegations can't be proven YOU could end up the subject of a slander suit.
EDIT: If he has sexually abuse someone you know than that person has to step forward and formally accuse him. Problem is you've got the statue of limitations to deal with and the fact any real evidence is long gone. In a situation like you described you'll probably need multiple victims and witnesses to get a formal investigation started. Chances are if this person abused someone you know then he's abused others too. Sexual predators especially pedophiles usually are repeat offenders.

geee i would not do that you could get in a lot of trouble i would just report him/her to the police. if you start doing stuff yourself he/she could sue you or your family for invasion of privacy. take it to the police and let them deal with it
