very vintage! and very pretty
It does look vintage and the tiers remind me of one of the Titanic dresses, but not so much that it looks like a costume or anything. It's pretty.
Definitely vintage, and definitely Titanic... in fact, it looks almost exactly like one of the dresses Rose wore in that movie.
What with regard to the "mermaid" formed attire?
