Tea party birthday for a teenager, ideas?

My 14 year old daughter wants to have a tea party for her birthday. I need ideas for invitations, food, entertainment (bearing in mind there's a limited budget and this is for a teenager), how to make the setting look right etc. Websites and things would be appreciated!

    when are church has tea party we made cucumber and cream chess sandwich and we all thought we would not like them but are leader had us taste them and all of us loved them

    and instead of cake make cupcakes and get the squasble frosting and write the kids names on cup cakes because alot times at tea party they have speical places for people to sit with ther name on cookie or something like that
