For example a mod for skyrim or fallout. Do you have to be smart or know about computer programing or what? If so are there people that take on requests?
Then you can get into complicated mods like adding new meshes that you create in a 3D modelling programme, or creating a completely new worldspace. Things like that requires several programmes in addition to the creation kit...like Nifskope, 3D modelling programme, Image editor, etc.
I would advise starting with something simple and then work your way up to more complicated mods. If you run into problems, Bethesda has a good forum site where people assist others in making mods:
As for taking requests...you might find a mod on the Nexus site that is similar to something that you want and then ask the modder if they could make something. Some modders will take requests and some won't. I don't just because I would rather help people learn how to make their own than make it for them...And because sometimes I just don't know how to make what they want.

Modding can be fairly simple to outrageously complicated.
Making something like a player house, a new quest, or a new dungeon is fairly simple and there are tutorials to help you along.

That depends on the mod. Some are simply graphics. Others are more complex and do involve substantial programming. Some are simply in between
There are people who do take on requests, sure.
There are guides but yes you have to be good at programming with the tools available for the game. And I doubt people are looking to take on requests.
