The maximum frictional force = mu*N= mu*m*g. setting this equal to m*a and solving for a gives up the maximum acceleration before the cups moves backwards. So mu*m*g = m*a Therefore,
a=mu*g = 0.39*9.80m/s^2 = 3.82m/s^2
