Or this message appears if you move from the page rightly after you give a rate. It takes time to save. That message appears because the site didn't save your vote because you've gone too fast from the page.
You would have to explain this more. I know of no limitation on TU/TD except that you can only do it once per answer. You may be seeing a glitch, but it is not Yahoo censoring anything.
