A quick and effective way to mine dirt is to use a shovel, made with a crafting bench. Take two wooden sticks and place them in the middle slots (5 & 8 if 1 is top left, 9 is bottom right) and then place your material (Wood, stone, iron, gold, diamond) on slot 2.
If a placed dirt block is attached to grass blocks, the grass will spread in time.
To drop a grass block, you press 'q' to actually drop it, or to place it on the ground it's right-click
you have to dig it out, then put it down, then wait. grass should grow after about a minute or so. P.S there isn't such a thing as a grass block. Good luck in minecraft.

Enchant your shovel with Silk Touch. When you dig up the grass block, it will drop a grass block. Without Silk Touch, it will only drop a dirt block.
Also works on mycelin blocks in mushroom biomes.
