what uses more electricity? using the computer for an hour or the tv? also- if a light has a dimmer then does it use less electricity if you put the light low? and does my cell phone charger use electricity if it is plugged in the wall even when my cell phone is not attached?

depends on tv size. if it is crt, plasma or lcd. And on the computer itself.
In general if it is a CRT tv (the old ones that go back a long way not flat and only go back a few cm) And the computer uses an LCD then a TV will use more then the computer.
If the TV is a plasma then it will use far more then a computer.
If the computer uses an old CRT screen then it will use more electricity.
If you have a small LCD tv ( can be of reasonable size) Then a computer will most likely use more electricity.
Depends also on computer CPU, graphics card, cooling system ram, screen type and size. and many other things.

Yes it does because, inside the charger the primary coil through which AC current flows is complete, so the circuit is complete.. Only the secondary coil through which u connect your phone is incomplete.
