From what I've seen and read about official Transformers stories, a Decepticon cannot be a Prime. A Prime is an Autobot that shows great courage, strength, and leadership potential (and in many continuties, the Prime owns some form of the Autobot Matrix of Leadership). In the original cartoon, and in some recent comics, the Decepticons have managed to steal the Matrix, but that Decepticon is not considered a Prime.
(I guess one exception to a Decepticon being a Prime was in Transformers Animated, where "Prime" is a somwhat common military title in the show's Autobot society. While in his Autobot disguise of Longarm, the Decepticon Shockwave was able to climb the Autobot Intelligence ranks and gain the title of Prime until he was exposed as an enemy to the Autobots.)
