If you have an alarm that is already installed, it may just need re-setting. Cost at BMW should be about $100. The tech will re-program on a special diagnostics machine. If this is not the case it will be cheaper to go to an independant car alarm specialist.
As far as I know the alarm on 3-series has always been optional. The MSRP price for the alarm kit is $328.95, which the dealer will probably charge you $400-430 for. The dealer should provide you installation instructions with the kit, basically you plug in the alarm module to a pre-wired plug behind the glovebox and install the alarm siren in the correct location and probably needs to be coded to the car. If you have them install it, probably 2-3 hours of labor $90-120/hour. The parts information notes "Only suitable for vehicles with installed roof function center!"
