I think really the only way to do it is to get a REALLY heavy duty perm. You'll have to get some pretty damn tiny curls, and if you don't have a lot of hair (or particularly thick hair), you'll probably have to get extensions to help with the extreme valume required for an afro.
Once your hair is super extra curly, you'd probably have to use a volumizing shampoo to get it bigger, back comb it a ton, brush it out, and use plenty of hairspray.
I'd probably recommend consulting a stylist more than anything, because something like making straight hair into an afro probably isn't something I would trust to doing yourself.

Start with wet hair if possible. Comb hair up and out so it gets body.

Braid each section and secure with a no-snag elastic hairband.
