Video converter: WMV to MPEG1?

want software to be freeware:no trial and no watermark

it can be slow but the output format has to be in a very good quality

also the program should present variable options like frame rate, bit rate, resize video ..............

Please help, i really need it !!!!!!!!!!!!!!!!!!!!
