You'll use a proportion to solve this. You take the old amount of sugar (0.5) and put it over the old amount of flower (2). Now, fill in the other side of the equation with the new amount of sugar (unknown, x) to the new amount of flower (1.5), so it should look like this:
0.5/2 = x/1.5
Now multiply 0.5 by 1.5 and 2 by x (the means by the extremes. If you don't know what that is, ask your teacher--it's pretty simple) and set them equal to each other:
0.75 = 2x
Now solve the equation:
x = 0.375 cups sugar
