You have an area that is 16 inches high and 14 feet long.
If you cut each ledger 16 inches long then for every 3 ledgers you have two 6 x 16 and two 6X8. they would cover an area 18 inches long. there are 9 groups of 3 ledgers in that array. plus one 6X16 left on the end. So 28 ledgers would cover your area. You will have one 6x8 piece left over.
As long as you cut each ledger 16 inches long with an 8 inch piece from the other end of the ledger.
14 ledgers will cover the area with the exception of a two inch wide longitudinal strip.Five more ledgers cut into strips will cover this,six will allow for errors.

I think that you could do it with 28 ledgers.

Multiply 6 x24 and divide by 144.
Its 1 square foot.

14'x1'4" = 18.2 s/f.
So you need a minimum or 19 pcs.
But to figure what you need is different..
Because of waste on the top row you ll need at least 21 pcs and a few extra for any goofs..Maybe 25 pcs..
Any questions you can e mail me through my avatar and check my qualifications there. GL
