Not "Anyone" can access them. But administrators and advisers, certainly could. Professors and fellow students would not have access to them.
Advisers almost always have access to your transcript. They need it in order to properly advise you. It would be awfully hard to do their job if they didn't know what you'd taken and how you were doing.
