The "Dear PayPal Member" is the key. This is a spoof, PayPal will always use your name in the Greeting... ALWAYS. Report it.

If you click a link included in an email that you're not sure is from PayPal, make certain the address at the top of the browser window that appears reads exactly www.paypal.com/us. PayPal email always addresses you by your first and last names, or business name, and NOT by Dear PayPal User or Dear PayPal Member.
If you are ever uncertain about the authenticity of the email or the email links, open a new browser window and type in www.paypal.com/us.
If you think you've received a fraudulent email, forward it to [email protected] and then delete it from your email account.
Call Paypal to put your mind at ease. You should be fine though. If anything, Paypal itself "errs" on the side of making it nearly impossible for the user him/herself to get at their money, so I think you will be ok. A note about Paypal.. You would think that the longer you use Paypal the better. Fact is, the longer you use Paypal the harder it gets. I've been denied charges and other purchases, because I "used" it too much, and unless you really understand all of Paypal's ToS, you can look pretty stupid at Point of Purchase, when a charge doesn't go though whilst they sit on your money.
The email is a fake. Fake emails usually look very real. If you arent sure forward it to [email protected]. Also login to your account only by typing in www.paypal.com. Dont login from any links.

Fake. NEVER log into Paypal thru an email, always go thru the websites page.
