I was very speculative about purchasing the specrta or any economy car for that matter. Every economy car I had ever driven, be it foreign or domestic felt like a piece of crap and not very dependable.
The 2009 Kia Spectra was a decent quality vehicle back in 2009. However, the trick is how well this 2009 Kia Spectra was serviced and maintained the last eight years. If the seller can show you proof of all service and maintenance records it would certainly have potential.
Nobody gives away good cars. It's way to easy to research car prices on the internet. Anyone selling a car today can figure out what the car is worth in less than 25 minutes. Why would any intelligent adult sell a car cheaper than the car is actually worth. If the price is cheap there is a good reason.
Remember there are over a million "flood cars" that are being sold all over the US right now, cars that were ruined in the hurricanes. For any used car having your mechanic do a pre-purchase inspection before you commit to it is more important than usual. Saying it is a great deal makes it mighty suspicious.

Better than average, if it costs less than a comparable Toyota it is a good buy.
Not great but ok.
Probably not used up yet, though no amount of random Internet advice will replace one proper inspection by a professional mechanic.
