Poverty has a high crime rate, but it's not actually a cause of crime, but rather effect. For instance, say if I was poor and I had a lot of children, but no food, water, or shelter, and my children and I were starving, but because I have no money, I can't get anything for support. I'd borrow a gun from a friend, rob a couple of stores for food and money, maybe a house, but then, I'd be in jail soon. That was an example, and I know poverty isn't ALWAYS about starving and such, as it can be about committing crime for WANTS as well. Like, I could be a normal person, living in a one bedroom apartment getting a welfare check, but I WANT to live in a mansion and have nice clothes and cars. Therefore, I'd commit crime to get it because it's easier, though, I'd have to risk getting arrested. Wants are the typical reasons why people commit crime in poverty. The reason why it isn't a cause is because you don't HAVE to commit crime, but people do it BECAUSE they have limited opinions of getting what they want and need, thus, creating an EFFECT.

I have always been very poor, but have never committed a crime because of it. Other statistics show that the more programs are available to help those in need and the more well known they are, the less crime there will be.

This is a really interesting question, thanks for asking it really got me thinking. I think that given the right conditions even an honest person can turn to crimes to make it through the day. So yes, I think poverty can cause crimes.
