If you mean "are they biodegradable", then no I don't believe they are. As far as I'm aware, cigaratte filters are made from polyester fibre, so they would decompose if you incinerated them at a sufficiently high temperature, but if you just bury them in soil they will stay around for a good while!

No they do not actually and you should NEVER dispose of your cigarettes in the sea or rivers as they can be damaging to aquatic life.
