How do I make a private server on Team Fortress 2?

My brother and I want to play 1vs1 on TF2, but we can't seem to figure out how to make a server that only we can join. We are using the same Internet connection and our computers are on the same I.P. address, if that changes the process any.

    Open a Listen server in game, and then give him your local ip adress to connect to.
