Yes, although we humans have found ways to generate electricity to use in a controlled way. electricity is in itself naturally occurring. Lightning is the discharge of naturally occuring electical charges. There are even electrical fields and forces that hold atomic particles and molecules together in all matter. Although I never thought of it that way untill reading this question, you could probably describe all of chemistry as the study of electrical charges.
Also, there is electricity produced by all animals within their bodies. Your nervous system and brain function in a large way through electrical charges produced by chemical reactions in your body. Every thought you have is related to an electrical dischare of one kind or another within your brain.
So yes, electricity is very much a naturally occurring thing.

electricity has been around forever. Lightning and static electricity are two examples.
Use of moving charges to perform work, such as lights, motors, is a human invention. As is use of generators to produce that flow of charges.
