Is 75C a large bra size?

I'm not a 75C, but I saw a girl complaining on here about her bra size being too big. She was a 75C. Doesn't that mean that only your band is large, not the actual breasts?

BQ: Where can I go to learn about bra fitting and things like that? I find it interesting.
