Is a $170 guitar consider a cheap guitar?
I'm trying to decide if i should buy this Epiphone G-310 for $170 over this Epiphone les paul 100 for $249 and i'm wondering if a $170 guitar is cheap because i bought a cheap guitar before and it was factory defected so is it cheap?

Both are in the entry level price range. Quality control on entry level guitars is sometimes lacking, so if at all possible you should buy in person from a guitar store, after seeing and playing the guitar. That way you can base your decision on things like how the guitar feels, sounds and plays.
Let me add... the G-310 is Epiphone's version of a Gibson SG . So it boils down to whether you want a cheap Les Paul, or a cheap SG. They're both entry-level for sure, but both pretty good for the money. But I'd buy the Les Paul for this reason alone -- SGs are very thin and "flexible" - even Gibson SGs are more difficult to keep in tune for this one reason. SGs are also peghead-heavy and want to slip toward the peghead when you're standing with a strap. I love SGs and have owned many - but they're tricky. If you're a beginner, you'll do better with the Les Paul body type. Then save up for a real Gibson SG for your second axe ;-)
