Absolutely go with the GTX 1070. In testing, the 1070 performs 22% better than even the Titan X which is a $1000+ GPU. When comparing the 1070 and the 970 there have been tests that have shown over 100% better performance in some situations. The small difference in price between the two absolutely makes the 1070 a better choice.

You could upgrade to the GTX 1060 for $50 less than the GTX 970 and it's a lot better. It's almost as good as the 980.
What TV/monitor do you have?
1080p @ 60HZ Stick with the 970
2K or higher @120Hz or higher the 1070 is more than worth it.
Corsair RM550x
Your existing 500W or better PSU will power this card. The TDP of the 1070 is lower than the 970 and yet it is more powerful.
Not unless your GTX 970 is having trouble maintaining 60fps or more in games?
