they are simple as they don't have any membrane bounded organelle so they don't have any kind of membrane aroun there neuclear material.....
Prokaryotes arose prior to eukaryotes. Organelles such as nuclei, mitochondria, etc. hadn't evolved yet, so the first prokaryotes evolved to do without what they never had.
because they have no nucleus, therefore, non need for a membrane around it
