You will almost never get a cake perfectly flat but what you can do is trim the "bump" off with a very sharp knife. Just gently place the blade at the edge of the bump and glide it under, once that is removed (you can save it to eat later) you can even out the rest of the cake the same way. Just be careful not to cut off too much or you will be left with a very low cake. Also, to make your cake stay secure on your cake plate you should put a bit of icing on the dish before laying down the firts layer.
Good luck.
Cakes will never cook perfectly flat as they cook faster on the sides than in the middle. So stop worrying about that. To work with what you've got there are a couple of tricks - turn the cake upside down to work with the flat bottom. Use a dinner plate for this as they are often slightly rounded and will accommodate the curved top side. Or, let the cake cool and use a bread knife to shave off a light layer from the top to make it flat.
All the professional cake decorators cut the tops off their cakes to make them flat. A bread knife makes quick work of it.
Another tip: make sure you 'crumb coat.' It's like priming a wall before painting. If you frost a cake all at once, you get cake crumbs in the frosting and it ruins the look of the cake. Use about 1/3 of your frosting and apply a thin coat all over the cake. The coat is not meant to completely cover the cake, just to give you a smooth surface to put the rest of the frosting on. Chill the cake for at least 1/2 hour to set the crumb coat, then finish frosting the cake.
Believe it or don't the easiest way is to put it pan side up, like an upside-down cake. If your cakes turn out super puffy in the middle, try trimming with a knife before flipping. Hope this helps.
As far as I know must people cut it. flatten themselves.
