I'm not sure what holiday is July 24th, but most doctor's offices are closed on holidays, but the hospital, of course, isn't. So, if you needed to be treated for something you could go to the "Urgent Care" in the hospital. It's not the "Emergency Room" and they treat you like a normal doctor's office would.

most doctors do and if they dont they can always e called out on emergency call x
I don't htink so but i know that nurses and hospitals must but clinics don't either.
