There is a plan to add in the bylaws where the HOA can re-assign parking spots once a condo is vacant or if the current owners sell their place. Is that legal?

But they have to get a large percentage of the owners to agree to the change in the bylaws... probably over 70 percent. Is there that much support?
If the proposal gets enough votes as stated in the by-laws, perfectly legal.,
