8 inches heavy wet snow : 4 inches of rain
13 inches heavy wet snow: x inches of rain.
We can use a proportion:
4/8 = x/13
1/2 = x/13
13/2 = x
x = 6.5 inches of rain.
The first ratio is 8:4 or 2:1 so that means the second number is half the first. Half of 13 is 6.5 inches of water. 13:6.5
6 1/2 inches of water
8/4=13/x
8x=13*4
8x=52
x=6.5 inches
