ADOBE PHOTOSHOP HELP!!?

I'm trying to make a collage of pictures using adobe photoshop CS2. how do i do that? i tried to put the photos into a document, and it filled up the whole space instead of just a small part so that i could make an actual collage. i need to have this done by tomorrow, so please help!

    Make a new document of the size of your target media (print/web etc)

    drag photographs onto new layers

    hold CTRL+T (or Edit/free transorm)

    resize holding SHIFT key (to maintain proporions)

    All Photo's must be the same dpi before they can be reduced to thumbnail size to make the collage
