i think fascism for the simple reason that it aims to be destructive. no communist state has ever really existed (USSR, China etc are totalitarian state-run-economies, which is not the same thing). however, if you are just comparing countries rather than ideologies, i'd have to say Mao and Stalin killed many more than Hitler and Mussolini.
