you can call your local law enforcement and request that they take a report if you are the victim. if you are not the victim and you want to report it for someone else, that person has to report it. if you know someone was raped and they dont want to report it but you do... if that person is not willing to be a victim than there is nothing you can do. if you think that it is a child who has been raped or molested you can bring it to the attention of cps (child protective services) and be an annonymous reporter. then they will go check it out and send a cross report to law enforcement regarding thier findings and law enforcement will investigate it along wtih cps.
