I have an old PC that I want to use as a server pc.
It is windows xp 32

1.8ghz CPU
It has stuff on HDD but I can format it and reinstall stuff

Depends on just what you are looking to serve. If you want a webserver then you can install apache, forward port 80 of your router to the machine, and you have yourself a webserver.
If you wanted to host a game, like a minecraft server (not sure about the ram requirements) then it's basically the same process, except run the game, then open the right ports.
If you are doing a gui-less server, then you can download a linux disk of debian/ubuntu/whichever-distro server version, and it will just load up a command prompt, so you can install things. Certain distros like lubuntu or xubuntu can have a gui with those specs.
