How do I report a youtube user?
This guy is a racist,spamming jerk and won't leave others alone.
when you report a youtube user they tell you to provide a comment from the reported user but he always removes his comments.
why youtube doesn't ban such users I will never know

YouTube does not ban people for being racist because they promote free speech. Besides, YouTube is absolutely loaded with trolls like that. You're best interest is just to ignore them and not let them bother you, because there is no way to control all of them.
If one in particular is harrassing you, you can block the user and it will stop them.
Surely it is a good thing if he removes his comments, even though he should not be leaving offensive comments to begin with.
There is nothing you can do if he removes the comments.
