I may wait until the last minute, if it has bidders already.
If it has had no bids and is a hard to find / unusual item I usually will bid a penny or the minimum. Otherwise the seller can cancel the auction and relist. This works very well if the seller made a typo on the title of the auction, making it hard to find if you are searching. Once you bid they can't change the title you will have less competition for the item.
Yes I do use ebay, had alot of bargains off it. I don`t usually bid until the last hour but alot of the DVD`s I`ve had have been "Buy it now". My wife went to bid on some patchwork trousers yesterday and was outbid at the last minute, she wasn`t impressed ha! In answer to your question about it being out of order, I think that`s just the way it is and you have to accept it although it can be very annoying if it is something you really want.....
I don't know how waiting until the last minute to bid would be out of order. It's just part of the game. It is the sole reason we met and exceeded our reserve when we sold a 1964 Corvette on eBay. We haven't used eBay except to look around since then, though.

me myself don't like using ebay but thats me. Some people love it some people don;t, i am not saying ebay is a bad thing i just don't use it.
