We let him crossdress at home. And if your as feminine as you make yourself sound, you'd probably look hot as a girl. The best time to crossdress, if you can't any other time, is at halloween. Go out, grab some girls clothes, dress-up, find a group of girls to hang with, and go on your way. That's the only time my brother crossdresses in public. Try it whenever you want, although I'd recommend keeping it in the open with your family from the getgo, if you try hiding it at first, you'll go further and further with it until sharing with your family becomes impossible. If you want to cross dress, then have fun with it, but I am not sure I would take it any further than that.
