When Voldemort tried to kill Harry Potter (the time when he had murdered Harry's parents), he had passed some of his powers to Harry. And Parseltongue was one of them.
Yes i believe he is. If you notice in the 5th book you can see there are many very similar facial features which leads me to believe he is actually in fact harry's father. I also emailed JK Rowling and she said I may be onto something.
