Does this quote make sense?
" If you choose to rule with fear, make sure that it dose not turn into hatred. The man who fears is obedient, the man who hates is defiant." that's the gist of it, if not the exact words. Anyway does this make sense?

Of course it makes sense. Basically what it means; If you rule, and people fear you, they will obey you. But once that fear turns into hatred, they will be provocative/stand-up against your leadership.
