I'd never buy from a general dog/puppy sale website. Good breeders don't need to use these websites to sell their stock - they do it by reputation. Contact the Breed Club and ask for the names of reputable breeders, and take it from there. Not all breeders will fly puppies although given the distances involved where you are, it may be more common. Just don't accept a very young puppy if flying any distance is involved. I'd not fly one of mine at under 4 months.
ps Normally you should always see mum with her litter, meet the breeders and see where they rear their puppies and house their adults. However, given your circumstances, this may not be possible, which is more reason for contacting a known reputable breeder.
