Yes, eyelashes do grow back. I have lots of experience on this one since I have trichotillomania, compulsive hair-pulling, and have pulled my eyelashes many times and they've always grown back.
Just know that if you lose your lashes at the root and the follicle is damaged it is possible the eyelash will not grow back. Also, eyelashes sometimes don't grow back in the right direction right away. They grow back in straight, rather than curled, but the natural shedding process will correct this.
Your eyelashes just need time to grow back in. It can take a while. If they came out from the root it could be a month before they grow back. In the meantime, you could try false eyelashes. Applied correctly, they can be undetectable.
